As mentioned in subject , I wonder whether there is an official app that work like ConEmu , which can have multiple tab , no mater we are using cmd shell or Powershell.

Question arrived at right time. MSFT recently announced one: GitHub - microsoft/terminal: The new Windows Terminal and the original Windows console host, all in the same place!
It’s in the very early stage.

VSCode, already allows for multiple terminals, since its release.
There is also this extension (though I stick with the default option in VSC)
Now, no, that does not look like ConEmu, but noting stops you from trying that one now as well.
The new Terminal is going to be cool and all once it is ready, but right not you have to mess with it to get it working, it is also limited, for now to Win10 1809 and beyond for now. So, if you are not on that OS, the new Terminal is not an option.
