How to Manually install Powershell in Windows 10

I’ve upgraded Windows 8.1 on Parallels (on Mac) to Windows 10 (Insider Program) and have lost Powershell functionality, the Powershell error is:

The shell cannot be started. A failure occurred during initialization: the network path was not found.

How do I reinstall Powershell or resolve the existing path?

I’m thinking this could be a user profile issue. Try logging in to Windows with a different user or recreating your own profile. Maybe something was corrupted in the upgrade?
