It hasn’t been released yet, no. Why the delay? That’s a Microsoft decision. I would only expect it to be released once Windows 8 and Windows Server 2012 have reached GA though. IIRC that’s how they have done it in the past (with Windows 7/Windows Server 2008 R2).
