eDiscovery Compliance Automation Using GraphAPI - add collection to review set

Has anyone successfully done eDiscovery (Advanced or Core) compliance exports using strictly PowerShell? I’m able to create a case, collection, and review set. I’m having trouble adding the collection to the review set using PowerShell; what I have just creates a “draft” collection. I’m using the Microsoft Graph cmdlets, but am open to any way to accomplish this. TIA.
