running powershell or powershell.exe from a cmd prompt

having an odd issue where im getting “access denied” when trying to launch c:\powershell or powershell.exe from a command prompt, also went all the way down to the specific dir not just the root.

i can:

launch powershell any other way.

launch scripts directly from powershell

i have:

tried as a admin, local and domain

disabled the antivirus

all other exe’s run from the command prompt.

and still the same result.

Go directly where the Powershell is installed and then try to run powershell.exe
