I was wondering if someone had a vulnerabilities list by CVE code in a txt file, could PowerShell after looping in txt contents to check if this CVE is identified in the specific machine?

I am very sceptical that this could be realised with a justifiable effort.
I agree with Olaf. A daunting task for PowerShell. You might want to look into third party tools like Nessus from Tenable.
