Set Windows Desktop All Users - Azure standard templates

Hi Folks, I’ve tried everything that I can think of to set the desktop background for all users in a standard Azure Windows Server 2012 R2 template, using PowerShell. Anyone know how to do it? Everything I tried seems to just get reset automatically somehow. (I did remove the BGInfo extension from the VM configuration. I also removed BGInfo from the startup programs).
Any ideas would be a great help.

Keeps resetting back to what? I don’t have Azure, but figured that bit of information might help. After everything you’ve tried… what do you end up with?

It keeps going back to a blackish background with the words “Windows Server 2012 R2” on it.
