Powershell not acknowledging my selection for running untrusted software

I using Visual Studio Code and Azure Functions. It runs PowerShell in an integrated console

When I start my Azure Function locally it launches the integrated terminal and apparently tries to run a script.
PowerShell asks if I really want to do this. I give it the R response, then it asks again and again again and again until it seems to run out of retries.

Suggestions on what might cause PowerShell to not acknowledge my selection?

Have you tried typing ‘A’?

I thought I had. But, I tried it again and it worked. Either something else happened the first time OR I thought about it but did not do it (the latter is more likely.)
